Cambodia says the same.<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<div id=\"g-scrollstory_1-item-1\" style=\"\" class=\"scrollstory-item scrollstory-item-1 svelte-84p710\">\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->But this aircraft carrier-ready <strong>pier <\/strong>suggests otherwise.<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<div id=\"g-scrollstory_1-item-2\" style=\"\" class=\"scrollstory-item scrollstory-item-2 svelte-84p710\">\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->As does this enormous <strong>drydock<\/strong>.<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<div id=\"g-scrollstory_1-item-3\" style=\"\" class=\"scrollstory-item scrollstory-item-3 svelte-84p710\">\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Perched near a major sea route, they appear tailor-made to advance China\u2019s naval ambitions.<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p><\/svelte-scrollstory-foreground><\/svelte-scroller-foreground> <\/svelte-scroller-outer><\/svelte-scrollstory> <\/div>\n<\/p><\/div>\n<\/section>\n<figure class=\"g-wrapper g-locator svelte-13ig1yh g-needs-margin-block\" style=\"\" role=\"group\">    <\/figure>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->In 2020, something curious happened at Cambodia\u2019s Ream military base, on the Gulf of Thailand.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Not long after submitting \u2014 and then abruptly withdrawing \u2014 a request for the U.S. Defense Department to refurbish parts of the base, Cambodian officials proceeded to demolish the American-funded buildings that were already there, some only four years old.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Then the Chinese got to work.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Since December, two Chinese warships have docked nearly every day at the rapidly expanding port. And the work taking place at Ream is in keeping with a Chinese building spree that ranges from near the Red Sea to the South China Sea.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->The Chinese military presence near one of the world\u2019s most vital sea lanes raises fundamental questions about Beijing\u2019s ambitions. While the American constellation of military bases remains by far the largest in the world, a resurgent China is bringing countries like Cambodia into its orbit.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->\u201cThe potential for a permanent Chinese military presence in Cambodia raises significant geopolitical concerns,\u201d said Sophal Ear, a Cambodian-American political scientist at the Thunderbird School of Global Management at Arizona State University. \u201cIt could prompt strategic adjustments from the U.S. and heighten global perceptions of Chinese militarization.\u201d<!-- HTML_TAG_END --><\/p>\n<figure class=\"g-wrapper  svelte-13ig1yh g-needs-margin-block\" style=\"--g-wrapper_margin-block:3rem;--g-wrapper_margin-top:3rem;--g-wrapper_margin-bottom:3rem\" role=\"group\" aria-label=\"image\">\n<div class=\"g-block g-block-margin svelte-1jrfrvl g-margin-inline\" style=\"\">\n<div class=\"g-block-width g-max-width-body svelte-1jrfrvl\">\n<div class=\"g-wrapper_caption g-text-align-left svelte-cu2gla\">\n<p class=\"g-caption svelte-cu2gla\"><!-- HTML_TAG_START -->Cambodian and Chinese flags at joint military drills in Cambodia last month.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-credit svelte-cu2gla\"><!-- HTML_TAG_START -->Agence France-Presse \u2014 Getty Images<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<\/div><\/div>\n<\/figure>\n<hr\/>\n<p><!-- HTML_TAG_END --><\/p>\n<p><h2 class=\"g-subhed  svelte-ux5d5z\"><!-- HTML_TAG_START --><strong> The Long Visit<\/strong><!-- HTML_TAG_END --><\/h2>\n<\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->On Dec. 3, 2023, Cambodia\u2019s defense minister announced that two Chinese Navy corvettes were visiting Ream for a joint military exercise. Satellite images show that the warships had arrived two days earlier. They have stayed in the vicinity ever since.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->The corvettes are the only ships that have docked at the new Chinese-built pier at Ream, which can accommodate ships far larger than any in Cambodia\u2019s fleet. Cambodia\u2019s own smaller corvettes dock at a much more modest pier to the south.<!-- HTML_TAG_END --><\/p>\n<figure class=\"g-wrapper g-corvette-grid svelte-13ig1yh g-needs-margin-block\" style=\"--g-wrapper_margin-block:3rem;--g-wrapper_margin-top:3rem;--g-wrapper_margin-bottom:3rem\" role=\"group\" aria-label=\"media grid\">\n<div class=\"g-block g-block-margin svelte-1jrfrvl g-margin-inline\" style=\"\">\n<div class=\"g-block-width g-max-width-body svelte-1jrfrvl\">\n<p><h3 class=\"g-heading svelte-1so50ue\"><!-- HTML_TAG_START -->Two Chinese warships have docked at Ream for more than seven months<!-- HTML_TAG_END --><\/h3>\n<\/p>\n<\/div><\/div>\n<div class=\"g-block g-block-margin svelte-1jrfrvl g-margin-inline\" style=\"\">\n<div class=\"g-block-width g-max-width-body svelte-1jrfrvl\">\n<div class=\"g-wrapper_caption g-text-align-left svelte-cu2gla\">\n<p class=\"g-source svelte-cu2gla\"><!-- HTML_TAG_START -->Source: Satellite images by Planet Labs<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<\/div><\/div>\n<\/figure>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Over the past few years, American officials and Japanese naval vessels have also tried to visit Ream. They were denied full access.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->\u201cWe are clear eyed about the People\u2019s Republic of China\u2019s efforts to establish overseas military bases, including at Ream,\u201d said John Supple, a Pentagon spokesman. \u201cWe\u2019re particularly concerned about the People\u2019s Republic of China\u2019s lack of transparency around its intentions and the terms it negotiates, because countries should be free to make sovereign choices that support their interests and regional security.\u201d<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->The Cambodians deny any greater Chinese intent.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->When Lloyd J. Austin III, the U.S. secretary of defense, traveled to Cambodia in early June, he was told by his counterparts there that China was simply helping Cambodia modernize its military, not building a base for itself.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->\u201cThe Ream military base is Cambodia\u2019s, not the military base of any country,\u201d Mey Dina, the commander of the base, told The New York Times. \u201cIt is not right to say that the base is controlled by China.\u201d<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->While the construction at Ream is still underway, no foreign vessels will be allowed to dock there, Mr. Mey Dina said. The foreign vessels that have been docked there for more than half a year \u2014  the Chinese corvettes \u2014  were for \u201ctraining only,\u201d he said.<!-- HTML_TAG_END --><\/p>\n<hr\/>\n<p><!-- HTML_TAG_END --><\/p>\n<p><h2 class=\"g-subhed  svelte-ux5d5z\"><!-- HTML_TAG_START --><strong>Power Projection<\/strong><!-- HTML_TAG_END --><\/h2>\n<\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->China\u2019s leader, Xi Jinping, has articulated a grand vision for his growing superpower. Chief among his military goals: a blue-water navy that can project Beijing\u2019s might far from China\u2019s shores.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Today, China boasts the world\u2019s largest navy in terms of the number of vessels. And it has added aircraft carriers to its fleet.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->But navies of this size and scope, operating thousands of miles from home, need access to bases abroad.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->In 2017, after years of evasiveness about what was being built, China completed its first base on foreign soil, in Djibouti, in the Horn of Africa.<!-- HTML_TAG_END --><\/p>\n<figure class=\"g-wrapper  svelte-13ig1yh g-needs-margin-block\" style=\"--g-wrapper_margin-block:3rem;--g-wrapper_margin-top:3rem;--g-wrapper_margin-bottom:3rem\" role=\"group\" aria-label=\"media grid\">\n<div class=\"g-block g-block-margin svelte-1jrfrvl g-margin-inline\" style=\"\">\n<div class=\"g-block-width g-max-width-body svelte-1jrfrvl\">\n<p><h3 class=\"g-heading svelte-1so50ue\"><!-- HTML_TAG_START -->The pier at Ream appears similar to one at China\u2019s Djibouti Naval Base<!-- HTML_TAG_END --><\/h3>\n<\/p>\n<\/div><\/div>\n<div class=\"g-block g-block-margin svelte-1jrfrvl g-margin-inline\" style=\"\">\n<div class=\"g-block-width g-max-width-body svelte-1jrfrvl\">\n<div class=\"g-wrapper_caption g-text-align-left svelte-cu2gla\">\n<p class=\"g-source svelte-cu2gla\"><!-- HTML_TAG_START -->Sources: BlackSky; Center for Strategic and International Studies (C.S.I.S.); satellite images by Planet Labs on May 27 and May 8, 2024.<!-- HTML_TAG_END --><\/p>\n<\/p><\/div>\n<\/div><\/div>\n<\/figure>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->That same year, China put finishing touches on a far more startling project in disputed waters in the South China Sea.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Churning up coral and sand from the ocean floor, state-owned dredgers created military installations on what had once been placid atolls called the Spratlys. An international tribunal has ruled that these specks of land are not Chinese territory.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->The same kind of state-owned dredgers are now operating in Ream. Out of reclaimed land, they have created a wharf and dry dock, each of which far surpasses the needs of the Cambodian fleet.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Still, unlike the installations at the Spratlys, Ream does not appear to have building sites reserved for missile launchers or fighter jet hangars. Poling, director of the Asia Maritime Transparency Initiative at the Center for Strategic and International Studies. \u201cI don\u2019t think any Chinese planner looked at all the possible locations around the world and said, \u2018Ream is the one we need.\u2019 It\u2019s more that Ream is one of the only ones on offer because China has no real allies and few friends.\u201d<!-- HTML_TAG_END --><\/p>\n<hr\/>\n<p><!-- HTML_TAG_END --><\/p>\n<p><h2 class=\"g-subhed  svelte-ux5d5z\"><!-- HTML_TAG_START --><strong>Commercial Beachheads<\/strong><!-- HTML_TAG_END --><\/h2>\n<\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Even as the dredgers were working overtime at the Spratlys, Mr. Xi stood at the White House and swatted away fears that China\u2019s new islands \u2014 which now bristle with fighter jet-ready runways, radar domes and warehouses made for missiles \u2014 were for military purposes. Chinese officials said they would be havens for tourism.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->China\u2019s base building has depended on state-owned companies, which are legally obligated to pursue the country\u2019s national security interests, to make the initial forays. Its longtime leader, Hun Sen, used to excoriate the United States for linking its aid and investment to improvements in the country\u2019s human rights record.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Now, Cambodia is led by Mr. Hun Sen\u2019s son, Hun Manet, who, although a graduate of the United States Military Academy, has shown little inclination so far to recalibrate from his father\u2019s pro-China bent.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Ream is 80 percent finished, according to its commander, Mr. Mey Dina. Military analysts expect that the base will be complete by the end of the year.<!-- HTML_TAG_END --><\/p>\n<p class=\"g-text svelte-urmhfi\"><!-- HTML_TAG_START -->Not far away, a Chinese company has carved out of once-protected jungle a runway long enough to accommodate bombers, which Cambodia does not have.
