But with New Jersey Transit train engineers <a class=\"css-yywogo\" href=\"https:\/\/ble-t.org\/news\/njt-locomotive-engineers-on-strike\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">walking off the job<\/a> on Friday, Gov. Phil Murphy can show the nation how blue states can resist that threat. Don\u2019t panic, just say, \u201cLet them strike,\u201d and demonstrate resilience.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With New York\u2019s help, New Jersey can reduce the impact of the strike.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">New Jersey starts with an advantage: As of 2024, nearly three-quarters of New Jersey Transit\u2019s weekday trips <a class=\"css-yywogo\" href=\"https:\/\/content.njtransit.com\/sites\/default\/files\/FY24%20FACTS%20AT%20A%20GLANCE%201st%20Draft.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">were on<\/a> buses and light rail, which continue to operate. Most commuters who travel into Manhattan from New Jersey arrive on a <a class=\"css-yywogo\" href=\"https:\/\/www.nymtc.org\/Portals\/0\/Pdf\/Hub%20Bound\/2023%20Hub%20Bound\/2023%20Hub%20Bound%20Report-%203.18.25.pdf?ver=7S_sDok5O_aw9bEN3A-NjA%3d%3d\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">bus<\/a> and New Jersey <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2025\/05\/16\/nyregion\/nj-transit-strike\" title=\"\">is<\/a> adding bus service to mitigate the strike\u2019s <a class=\"css-yywogo\" href=\"http:\/\/impact.an\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">impact.<\/a> A private bus company, Boxcar, is also giving customers <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/16\/nyregion\/boxcar-bus-nj-transit-strike.html\" title=\"\">more options<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Governor Murphy should also <a class=\"css-yywogo\" href=\"https:\/\/www.njtransit.com\/railstoppage\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">push<\/a> car-pooling, with the help of Gov. Kathy Hochul of New York, who could implement a two- or three-passenger minimum for vehicles entering Lower and Midtown Manhattan from New Jersey if traffic grows too heavy. New York\u2019s four-and-a-half-month-old congestion-pricing program is already a good reason for workers to car pool and save money.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Governor Hochul should resist calls to suspend the congestion charge during the strike.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Transit worker walkouts can have devastating consequences for the area economy. In 1966, the Transport Workers Union\u2019s <a class=\"css-yywogo\" href=\"https:\/\/timesmachine.nytimes.com\/timesmachine\/1966\/01\/14\/79279903.pdf?pdf_redirect=true&amp;ip=0\" title=\"\">12-day strike<\/a> against subways cost New York more than half a billion dollars ($5 billion in <a class=\"css-yywogo\" href=\"https:\/\/www.bls.gov\/data\/inflation_calculator.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">today\u2019s dollars<\/a>) in lost wages and business.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The strike transformed the brand-new administration of Mayor John V. Lindsay from fresh to exhausted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The political terror of transit strikes levies long-term costs. For decades, elected officials have allowed various unions to use the threat of a strike to protect pay and work practices that perennially push up the cost of providing transit.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 1994, Gov. Mario Cuomo settled a Long Island Rail Road strike by ending any prospect of work-rule changes, even though work rules reward inefficiency and push up overtime costs. Two decades later, his son, Gov. Andrew Cuomo, largely gave in to labor after the Metropolitan Transportation Authority spent weeks planning for an L.I.R.R. walkout.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">New Jersey Transit\u2019s engineers have rejected retroactive <a class=\"css-yywogo\" href=\"https:\/\/content.njtransit.com\/sites\/default\/files\/marketing\/website\/pdf\/2024_Engineer_Salary_Info.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">raises<\/a> that the agency\u2019s executives say would increase average pay to $173,200 in 2028, from $135,400 in 2020. That nearly 28 percent growth in wages would track inflation as long as inflation steadies in the next three years. But the union <a class=\"css-yywogo\" href=\"https:\/\/content.njtransit.com\/sites\/default\/files\/marketing\/website\/pdf\/2024_Engineer_Salary_Info.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">demands<\/a> pay parity with engineers in New York, including at the L.I.R.R.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There is no reason New Jersey should offer identical railroad pay to what New York does and lock itself into New York-level tax increases to support commuter rail. Governor Hochul has just signed into law a $1.4 billion <a class=\"css-yywogo\" href=\"https:\/\/www.newsday.com\/long-island\/transportation\/state-budget-mta-ktl3rqov\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">payroll-tax increase<\/a> on downstate businesses to attempt to keep up with the M.T.A.\u2019s ever-growing deficits, a tax on jobs, even as the city <a class=\"css-yywogo\" href=\"https:\/\/cbcny.org\/competitive-nyc-value-proposition-tracker\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">has had a slow post-Covid recovery<\/a> compared to the nation.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Murphy\u2019s most powerful tool is one that didn\u2019t exist during previous transit strikes: the ability of many workers to work from home. No, the goal isn\u2019t a return to a 2020 lockdown. But a commuter who regularly comes to Manhattan three days a week could cut down to two, and car pool on those two days, lessening traffic strain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Transforming a disaster into an inconvenience reduces the railroad union\u2019s power to strike.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The same strategy and tactics could apply to future threatened strikes: What works for New Jersey Transit could work for the L.I.R.R. Even in New York City, with more people regularly bicycling to work, and, perhaps, with a state initiative to preregister interested people online for a ride-matching service in case of transit emergency, a future subway and bus strike would have less power to harm.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other public-sector unions will be watching \u2014 and so will national voters skeptical of Democratic politicians\u2019 ability to govern. The goal in withstanding a strike isn\u2019t to destroy public-sector union power, but to demonstrate that union power doesn\u2019t have the power to destroy the economy.
